Accessibility
The declaring body, the "Asset Management Office (Bureau de gestion des avoirs, BGA)", is committed to making its website accessible, in accordance with the Law of 28 May 2019 on the accessibility of websites and mobile applications of public sector bodies. This accessibility statement applies to: https://saisiepenale.public.lu
What is digital accessibility?
Everyone must be able to easily use and access the information on a website or app, particularly people with disabilities and/or those using assistive software or specialised equipment (e.g. visual, hearing, physical or cognitive impairments, etc.).
Compliance status
This website is partially compliant with the European standard EN 301 549 (Pdf) and the Web Accessibility Evaluation Framework (RAWeb) v1 which implements it, due to the elements listed below.
Non-accessible content
The content listed below is not accessible for the following reason(s):
Non-conformities
- Some contrasts in text, graphic elements or focus indicators are insufficient.
- Some ‘title’ attributes of links do not exactly match the visible text, but they do, on their own, allow the link’s destination to be understood.
- Lack of alternative text for images containing information.
- Some decorative images are not correctly ignored by assistive technologies.
- In the zoomed and/or small-screen-adapted version, some elements are truncated or overlap.
- Empty paragraph tags are used in the text content to define spacing.
- Some lists are not always identifiable as such by assistive technologies.
Disproportionate burden
Not all office documents available on the site necessarily comply with standard EN 301 549 V3.2.1; the volume of documents requiring processing to achieve compliance is substantial and demands excessive resources. We are, however, committed to providing an accessible version of the content on request on a case-by-case basis (please refer to the "Feedback and contact details" section).
Content falling outside the scope of the Law of 28 May 2019
- Documents available for download provided by third-party authorities and not under our control.
- Office documents published before 23 September 2018.
Preparation of this accessibility statement
This statement was prepared on 15 December 2025. The information contained in this statement is accurate and based on an effective assessment of this website’s compliance with the requirements set out in RAWeb 1, as determined by a self-assessment carried out by the “Asset Management Office (BGA)”.
Audit process
Websites created under the Renow framework are developed within a generic, centralised framework and architecture, following project management processes, whilst adhering to the Renow checklist. To ensure impartiality, we regularly engage accessibility experts to verify the compliance of websites or new features.
Each website is assessed in several stages:
- During the design of the content structure.
- During the creation of graphic and functional mock-ups.
- Just before it goes live.
Once the site is live, checks are carried out as follows:
- for every new piece of content, the editorial team verifies access to all content before it is published;
- every new site feature is assessed before it is published.
During these assessments, the site is tested with the main screen readers, on tablets, mobiles and PCs. It is also tested with different web browsers (compatibility up to two versions older than the current version).
Staff skills
Work procedures incorporate the application of web guidelines at the various stages of site development (content creation, management, development).
Our staff possess the knowledge and skills required to correctly apply the Web Content Accessibility Guidelines.
